Overview: National Highly Skilled Migrant Scheme

The Netherlands Highly Skilled Migrant (HSM) scheme allows non-EU/EEA/Swiss professionals to work and reside in the Netherlands. Only employers recognised by the IND (Immigration and Naturalisation Service) can apply on behalf of the migrant.

The purpose of this scheme is to stimulate the knowledge economy by attracting and retaining highly skilled workers. In 2023, the scheme was used almost 13,000 times. Other admission schemes for highly skilled migrants include the European Blue Card, schemes for scientific researchers, staff at foreign branches (ICT Directive), and self-employed entrepreneurs.

To work in the Netherlands as a highly skilled migrant, you need a residence permit. Your future employer applies for this permit — you cannot apply independently. The employer must be a recognised sponsor registered with the IND.
